Leopold II of Belgium (1835–1909) was King of the Belgians from 1865 until his death. He was the son of Leopold I and emerged as a central figure in European imperial politics, using his position to pursue ambitious colonial projects. In the 1870s and 1880s he cultivated international support and, with the backing of various circles abroad, acquired a vast territory in Central Africa. In 1885 this area was proclaimed the Congo Free State, a territory that Leopold ruled as his personal possession rather than as a colony of the Belgian state.

From 1885 to 1908 the Congo Free State was run under Leopold’s private authority, ostensibly to promote civilization and economic development. In reality, it was marked by brutal exploitation, with forced labor and harsh punishment used to extract rubber and ivory. The abuses led to widespread suffering and the deaths of many Congolese people, provoking international outrage and humanitarian campaigns. In 1908, facing mounting pressure, the Belgian government annexed the territory, transforming it into the Belgian Congo and ending Leopold’s personal rule over the area.

Domestically, Leopold II pursued modernization and development within Belgium, funding public works, institutions, and cultural projects. However, his legacy remains deeply controversial due to the horrific colonial regime in the Congo. He died in 1909, leaving a complex and debated historical record that continues to shape discussions of colonialism and its impacts.
