In the west: St. Petersburg and Smolensk.
In the north: Norilsk.
In the south: Rostov-on-Don and Astrakhan.
In the east: Magadan, Khabarovsk and Vladivostok.

Key principle:
On a map, north is up, south is down, west is left, and east is right. We find each city and group it according to its position. All 8 cities are included: \(2+1+2+3=8\).
