Похоже, что перед нами упражнения на правильное употребление английских слов "is" и "are", связанные с конструкциями there is/there are.
- Подберем правильную форму и переведем предложения:
(1) Are there usually an upper limit on the number of managers in a company? "Обычно есть ли верхний предел на количество менеджеров в компании?"
(2) As far as I know there are no limit. "Насколько мне известно, нет предела."

- Переведем на английский:
