We use be going to to express our plans/intentions or to make predictions based on what we see. She is going to study law. Look out! You're going to fall. We use will for on the spot decisions. You use the present continuous for planned future actions, like "I'm flying to Rome tomorrow"; be going to expresses plans and predictions, such as "She is going to study law" or "You're going to fall"; and will is used for spontaneous decisions, for example, "I'll answer it."
